Subcommittee to Convene Hearing on CFATS

The U.S. House Homeland Subcommittee on Cyber Security, Infrastructure Protection and Security Technologies will conduct an oversight hearing on CFATS this Friday, Feb. 11. The hearing, "Preventing Chemical Terrorism: Building a Foundation of Security at Our Nation's Chemical Facilities" is scheduled for 10 a.m. EST. Here are the witnesses currently scheduled to appear:

The hearing, "Preventing Chemical Terrorism: Building a Foundation of Security at Our Nation's Chemical Facilities" is scheduled for 10 a.m. EST. Here are the witnesses currently scheduled to appear:

 • Mr. Timothy J. Scott, Chief Security Officer & Global Director of Emergency Services & Security, Dow Chemical Company

• Dr. M. Sam Mannan, PhD, PE, CSP, Director, Mary Kay O'Connor Process Safety Center, Chemical Engineering Department, Texas A&M University

• Hon. Rand Beers, Under Secretary, National Protection and Programs Directorate, Department of Homeland Security

• Mr. George Hawkins, General Manager, D.C. Water

My understanding is the hearing is expected to be followed by the introduction of CFATS legislation to extend the mandate for a number of years beyond the current March 4, 2011 deadline. According to my sources on the hill, this legislation is not expected to include Inherently Safer Technologies (IST) or the inclusion of water or wastewater treatment plants in the mandates.
