The American Chemistry Council (ACC), the nation’s largest trade association representing companies engaged in the business of chemistry, announces that Martha Moore has been promoted to chief economist and managing director, while Keith Belton, Ph.D. has been hired as senior director, policy analysis and statistics. The staff changes follow the retirement of Dr. T. Kevin Swift after 30 years of service.
Moore has worked on chemical industry issues for more than two decades and is reportedly an authority on the market dynamics for chemistry and its end-use customer industries. She holds a master’s degree in economics from Indiana University and is a graduate of the University of North Carolina at Chapel Hill. She is a member of the National Association for Business Economics and the U.S. Association for Energy Economics. Moore previously served as ACC’s senior director of policy analysis and statistics. In her new role, she will lead economic analyses related to markets, energy, trade and tax; monitor business conditions and industry dynamics, and oversee a broad range of economic, statistical and technical advice and services for ACC, its members and partners.
Belton brings extensive experience as an economist and in government affairs in a variety of settings. Most recently, he led the Manufacturing Policy Initiative at Indiana University, where his work focused on the intersection of public policy and U.S. manufacturing competitiveness. He has served as an economist in the Office of Information and Regulatory Affairs (OIRA) at the White House Office of Management and Budget and as a director of government affairs at Dow. In his new role, he will analyze the impacts of policy proposals and energy trends on the chemical industry and the U.S. economy. He will also direct research on the economic contributions of the business of chemistry and benefits to consumers.
